Doctor in public law (PhD on « Cultural decentralization and territories », 1998), authorized to supervise thesis (2007), he is the coordinator and a researcher at the Centre of Research on Territorial Decentralization (CRDT EA 3312 – GIS GRALE CNRS: Group of scientific interest – group of research on local administration in Europe, National Centre of Scientific Research)

Lecturer in public law, especially in cultural matters in France, Europe and North America, in the Master 2 Law of local authorities and cultural organizations at the Faculty of Law and Political Science of the University of Reims Champagne-Ardenne.

He has been teaching Management of Cultural Organizations, Decentralization and Cultural Action, and Cultural Policies in Europe also in the Master 2 Culture, Heritage and Tourism, University of Angers since 2006, and Culture and Sustainable Development in the Master 2 Management of Cultural Sites and Touristic Valorisation in the University of Paris-1 Pantheon-Sorbonne since 2013.

He has been a research fellow to the Chair Arts Culture & Management of Bordeaux Management School (2008-12), to the National Institute of Scientific Research (INRS, Quebec, since 2010) and to the Centre of Research on Development of Territories (CRDT of Quebec, since 2014).

He has been a member of several scientific committees for international cultural congresses: “Cultura Europea” in Pamplona (2004, 2006) and Barcelona (2009, 2011, 2013), “Identity and Space” in Reims (2006) from which he co-edited one of the proceedings on “Identity Strategies of Preservation and Valorisation of Heritage” in French, “Cultural Governance” and “Creative Regions” in Bordeaux (2008 and 2009), Museums and Tourism with the Unesco Chair in Paris (2010).

He was also from 2004 to 2010 the coordinator of the Group of Research on Museums and Patrimony (GRMP) in which he has been participating since 1994 and of its second collective book “Heritage and Globalization” (2008 in French).

He coordinates two collective books about the Tools of Public Action with the CRDTs of Reims and of Quebec for 2016.

He was heard twice by commissions of the Parliament about the national cultural policy and about the Centre of National Monuments and the transfer of State monuments to local authorities.

He was also a consultant for the Ministry of Culture and Communication, the Observatory of Cultural Policies in Grenoble, the Council of Europe, some local authorities, cultural associations and consultants.

He realized lots of studies in different regions in France: Corsica, Martinica, South-West, North-West, North and East of France, especially in Champagne-Ardenne (on the cooperation between municipalities, on the prospective for the area of Reims, on cultural matters: music field, festivals, employment...).

He was involved in Interreg programs, either as an evaluator with his director, Prof. Nemery, and the english consultant LRDP, for the Interreg II-A program Rives-Manche (1998) or as a partner with the CRDT in the Interreg III-B “SPAN” project (Strategic planning and multi-level governance 2004-2008 with Wallonia, Ireland and Northern Ireland).

He directed the training program for trainers and trainees on the integration of social services in municipalities in a Leonardo project with Greece, Lithuania and Northern Ireland in 20013-14. He is now part of an Erasmus + project on professional training in circus high schools in Europe in 2015-16.
